“Human Target” or Church is Out
Poor, poor Renee. At the end of last episode he was captured by bad guy Tobias Church and was being tortured to see what he knows about the Arrow (which WE all know is everything). As Wild Dog is getting the stuffing beat out of him, the rest of Team Arrow 2.0 is out in the streets trying to get a line on where Church may be holed up in order to rescue Renee. Coming up empty, the team heads back to the Arrow Lair where in walks Diggle (who Ollie broke out of prison last ep.) and meets the New Kids on The Block (the title of a previous show recap for those paying attention).
In City Hall, Mayor Queen is having to deal with the politics of being the Executive of the city by trying to get a zoning bill passed in order to help low-income residents. Problem is, there’s a city councilman who opposes the rezoning. In addition to that headache, Ollie also needs more officers on his special crime unit to replace those previously killed. One of those slated to fill the slot is Felicity’s new boo “Matches” Malone.
Back in the streets, the team gets a lead on where Church may be. Artemis and Ragman check it out, but the place is empty. There is, however, a clue of fresh blood which leads them to believe that they’re on the right path. Felicity is able to track a vehicle that had recently left the warehouse to some woods outside of the city. A clue she’s ordered to only give to Arrow.
In the woods, Church and his gang force Renee to dig his own grave. Renee is smart enough to get Church talking, and he spills his whole plan thinking Renee is about to be six feet under. Before Renee is given a dirt nap, Arrow shows up saving Renee by taking out several of the guards. But Church again eludes capture. Renee is grateful for the save but upset too; under torture, he told Church the Arrow’s secret identity!
Back in his hood, Church is confronted by Prometheus, the other, hooded archer who’s identity we don’t yet know. Previously Prometheus warned Church to leave Arrow alone because it seems he wants him for him[her?]self. In order to get his – wait for it – point across, Prometheus sends an Arrow Church’s way but before it can hit its mark, another masked figure hops in the way and takes one for the team. Turns out that Church hired his own extra muscle to battle freak for freak.
During his day job as Mayor, Ollie convinces the reporter that’s been giving him a hard time to layoff for a month with the negative ads so he can try to clean up the city his way. If it doesn’t work, she’s free to report what she wants. On her way out of the door, she slips Ollie her number (and he can use it since Felicity has her a new man).
That situation handled, Ollie and Thea meet with the councilman who’s stalling the initiative Ollie wants. After doing some digging, they discover that the councilman would stand to lose some money if the rezoning went the way the mayor wants which is why he was blocking it. Ollie told the guy that unless he supports the rezoning, he would notify the press of the councilman’s conflict of interest. Of course, the dude caves.
Ollie and Thea leave City Hall in a jovial mood after their political victory, when out of the blue the masked thug on Church’s payroll shows up and puts several rounds in Ollie. Cut to a press conference with Quentin Lance announcing Mayor Queen’s death but, before you get too sad, we see Ollie watching the press conference himself back at the Arrow Lair. Turns out, Church’s assassin shot a body double known as the Human Target, who Ollie hired to be a stand-in for that very reason. Now being “dead”, Church will feel free to make his move which was the plan all along.
Meanwhile, Diggle is staying with Renee, helping him to get over his traumatic experience, since Diggle also went through his share of torture at the hands of his brother. Diggle wants Wild Dog to try to remember things to get an insight on what Church had planned next.
The crew figures out where Church is going to be, and they take him on. Wild Dog and Church go head-to-head with Renee actually holding his own, until a bazooka blast separates them. Church goes up against Ollie next, and this time the Arrow makes short work of the kingpin.
Church is being transported to Iron Heights prison but before they can make it there, the police convoy is attacked. Inside the police transport a cop and Church hear the sounds of guns firing. Of course, the cop wants to see what’s going on, so the minute he opens the door Prometheus is there and kills him as he did the other officers. Church, trying to bargain for his life, lets Prometheus know that Arrow is really Oliver Queen. Thinking this is enough to barter with, Church is like “So we good”? Prometheus responds with a throwing star to his neck, so Church is out.
As the show ends, Ollie and Thea have a heart to heart talk. The body-double spilled the beans that Felicity was seeing someone else, leaving Ollie devastated. But he realizes they are and will always remain friends. Will Ollie and Felicity ever get back together?
